Military personnel share the ocean and coastal areas with the community and recognize the importance of public access. The military services strive to be a good neighbor by minimizing access restrictions and limiting the extent and duration of closures of public areas whenever possible while ensuring safety at all times.

The safety of the public and military personnel is of utmost importance. The military services implement multiple safety precautions when planning and conducting military readiness activities. These measures, along with the cooperation of the public, ensure safe training and testing at sea.

Public Access and Safety

The military services understand the concerns of commercial and sport anglers, maritime businesses, and marine recreationists about military readiness activities at sea and train and conduct tests in a manner that is compatible with civilian activities.

  • The military services coordinate with the U.S. Coast Guard and Federal Aviation Administration to issue notices to mariners and aviators to ensure public safety.

  • Safety buffers are also established around at-sea activity areas when explosives are in use.

With the implementation of standard operating procedures, there would be no reasonably foreseeable adverse effects on public health and safety from the Proposed Action.
