Commander, United States Pacific Fleet is the Navy’s lead action proponent. In addition, this EIS includes certain activities by the United States Marine Corps, Coast Guard, Army, and Air Force when those activities are scheduled on Navy-controlled at-sea ranges within the Study Area.
