Public Comments

The public is invited to review the Draft EIS/OEIS and provide substantive comments on the Proposed Action and the environmental analysis, as well as the project’s potential to affect historic properties as it relates to Section 106 of the NHPA. Comments submitted during the public review and comment period will be considered under NEPA and pursuant to Section 106 of the NHPA.

Comments must be postmarked or received online no later than 11:59 p.m. HST on Feb. 11, 2025, for consideration in the Final EIS/OEIS.

Before You Comment!

“Substantive” comments, in the sense of an environmental analysis, are comments on the analysis that contain practical importance, value, or effect. Submitting substantive public comments on the Draft EIS/OEIS is a critical aspect of the public involvement process.

The most effective comments are those that provide useful information, such as:

  • An error in analysis that may affect the outcome.
  • New information that would change the analysis and conclusions.
  • Any peer-reviewed scientific literature that should be considered in the analysis.
  • Something that should be clarified
  • A substantially different alternative that meets the purpose and need statement and has not been considered.
