The Navy has prepared environmental planning documents to support environmental compliance through a comprehensive approach first instituted by the Navy’s “At-Sea Policy” guidance in 2000. Under this policy, the Navy has completed several phases of environmental planning for range complexes within the Study Area.
The current Phase IV EIS includes an analysis of at-sea military readiness activities using new information, including an updated acoustic analysis, updated marine mammal density data, and evolving and emergent best available science.

Note 1: The 2014 U.S. Navy F-35C West Coast Homebasing EIS analyzed aircraft activities in airspace within the HCTT Study Area (W-283, W-285, W-532).
