The public is encouraged to submit comments during the scoping period, which closes at 11:59 p.m. Pacific Standard Time on January 29, 2024.

The most effective comments are those that provide useful information to the Navy, such as:

  • any peer-reviewed scientific literature that should be considered in the analysis,
  • something that should be clarified, or
  • a substantially different alternative that meets the purpose and need statement and has not been considered.

Comments submitted via the project website or by mail will be considered under the National Environmental Policy Act and pursuant to Section 106 of the National Historic Preservation Act.

The Navy invites the public to comment on the scope of the EIS/OEIS including identification of potential alternatives and environmental concerns, information and analyses relevant to the Proposed Action, issues that should be addressed in the analysis, and the project’s potential to affect historic properties pursuant to Section 106 of the National Historic Preservation Act.
