The Navy notified the public and other stakeholders about the release of the Notice of Intent to prepare an EIS and the start of the scoping period through extensive notifications, including direct mailings. Project informational materials were also developed and made available on the project website to help the public learn about the development of the EIS, public involvement opportunities, and the National Environmental Policy Act and National Historic Preservation Act Section 106 processes.
