For Phase IV, the Navy determined several Navy ranges in California could be consolidated for the EIS analysis. To better support military readiness and provide comprehensive and consistent environmental planning, the Navy extended the Study Area to include the Northern California Range Complex, the Point Mugu Sea Range off Central California, and additional areas adjacent to the existing Southern California Range Complex. 

This map shows the changes to the California Operating Area from the 2018 analysis. Areas outlined in yellow show the areas added to the Phase IV Study Area.

San Diego hosts the principal homeport to the U.S. Pacific Fleet and has the largest concentration of U.S. military personnel in the nation. California’s offshore operating areas provide ranges for service members in which to train and test systems and technologies. The Point Mugu Sea Range provides a unique instrumented test range capability, and in Northern California, offshore areas provide additional critical air and sea space.

Study Area - California

  • Extended Southern California Range Complex
  • Special use airspace corresponding to new extensions in California (the proposed W-293 and proposed W-294)
  • Two existing training and testing at-sea ranges, the Point Mugu Sea Range (PMSR) and Northern California (NOCAL) Range Complex
  • Areas along Southern California coastline from approximately Dana Point to Port Hueneme
  • Four amphibious approach lanes providing land access from the NOCAL Range Complex and PMSR
