Public Comments

The public is invited to review the Draft EIS and provide substantive comments on the Proposed Action, the environmental analysis, and the project’s potential to affect historic properties in line with Section 402 of the NHPA. The Action Proponents are accepting comments from April 14 to May 29, 2026, Yap Time (YAPT). Please visit the documents page to download the Draft EIS and use the form below to submit your comments on the Draft EIS. 

For instance, submit comments if you find:

• Additional resources that should be considered in the analysis. 
• Something that should be clarified.
• An error in analysis that may affect the outcome.
• New information that would change the analysis and conclusions.
