Project Schedule


NEPA is a U.S. law that requires federal agencies to identify and analyze the potential environmental effects of a proposed action before deciding whether to proceed with that action.

Based on the agreed NEPA and Cultural Resources SOPs between FSM (including Yap State) and the U.S., public involvement is a fundamental aspect of the NEPA and NHPA Section 402 processes. The DoW appreciates the public’s participation in the EIS process. The schedule below presents the major milestones of the Yap Airport and Seaport EIS process, including the phases where there are opportunities for public review and comment. Following the schedule there is a brief description of each milestone.

 
  1. Notice of Intent to Prepare an EIS
    1. The U.S. DoW published a notice of intent in the Kaselehlie Press to inform the public of their intent to prepare an EIS for the proposed Yap Airport and Seaport improvements.
  2. Public Scoping
    1. To inform the development of the Draft EIS, the U.S. DoW, in coordination with Yap State and the FSM, conductd two rounds of public scoping meetings to inform the public about the proposed projects and gather their input and concerns.
  3. Notice of Availability for the Draft EIS
    1. The U.S. DoW will publish a notice of availability in the Kaselehlie Press to inform the public of the availability of the Draft EIS for public review and comment, and to announce the Draft EIS public meetings.
  4. Draft EIS and NHPA Section 402 Public Review and Comment Period
    1. 45-day review and commenting period for the public to provide their comments on the Draft EIS.
  5. Final EIS Preparation
    1. The U.S. DoW considers public comments received during the Draft EIS public comment period and prepares the Final version of the EIS.
  6. Record of Decision
    1. Based on the findings in the Final EIS, the U.S. DoW releases their Record of Decision for the project explaining their decision on the Proposed Action and their plans for mitigation and monitoring.
