Proposed Action
The Proposed Action includes improvements, repairs, and upgrades to the Yap International Airport and Seaport for joint use by Yap State and U.S. DoW.
Construction Activities
The project includes five major construction components:
- Yap International Airport Improvements: Runway extensions, aircraft parking apron, parallel taxiway, buildings and facilities, fuel storage, improved stormwater management system, fencing, and roadway improvement
- Yap Seaport Wharf Improvements: Wharf deck replacement, wharf extension, fencing and security, improved stormwater management system, electrical upgrades and lights
- Colonia Harbor and Waneday Channel Dredging: Seafloor dredging and channel widening; dredge material disposal and land reclamation at Seaport, Rull, and Tamil; dredge material made available for community reuse
- Waneday Channel Aids to Navigation (ATON) Improvements: ATON replacement, new entrance channel range markers
- Airport-to-Seaport Connector Road improvements: Repave roadways, drainage facilities, install sidewalk along Chamorro Bay
Construction Timeline: Start 2027, Completion 2035.
Post-Construction Activities
Following the completion of construction, the Airport and Seaport would continue to be controlled by Yap State with continued primary use by local FSM users (e.g., private, commercial, and government entities). The U.S. DoW anticipates conducting one to two military training events per year, which may take place at the Airport and/or the Seaport.
Each training event could last up to 14 days, or a total of up to 28 training days per year and include up to approximately 200 military service members. No permanent personnel, full-time aircraft basing, munitions use, or airspace modifications are included in the Proposed Action.
