Public Involvement
Draft EIS Public Meetings
The U.S. DoW will be publishing the Draft EIS for a 45-day public comment period beginning on April 14, 2026 and ending on May 29, 2026. During the 45-day public comment period for the Draft EIS, the DoW will be hosting a public meeting to present the findings of the Draft EIS, respond to questions from the public, and gather public comments. The first public meeting will be held at the following times and locations:
- April 28, 2026 at 10:00 AM YAPT at the Small Business Development Center Conference Room.
All interested persons, agencies, and organizations are encouraged to attend the public meeting(s), review the Draft EIS, and
submit comments.

Public Scoping Meetings
To inform the development of the Draft EIS, the U.S. DoW, in coordination with Yap State and the FSM, hosted two rounds of public scoping meetings (in July and September 2025) to inform the public about the proposed projects and gather their input and concerns. Public scoping meetings were held at the folloiwng times and locations.
