Welcome to the environmental planning website for the Northwest Training and Testing (NWTT) Supplemental Environmental Impact Statement (SEIS)/Overseas EIS (OEIS).
This website is a resource for information on the preparation of the NWTT SEIS/OEIS. The United States (U.S.) Navy and U.S. Coast Guard have jointly prepared a second supplement to the 2015 and 2020 environmental analyses of at-sea military readiness activities in the NWTT Study Area (referred to as the “Study Area”). Military readiness activities include training, testing, and undertaking range modernization and sustainment efforts necessary to support these activities into the future. The September 2026 Draft SEIS/OEIS is now available for review and comment through Oct. 19, 2026.
The Navy is the lead agency for the Proposed Action and is responsible for the scope and content of the SEIS/OEIS, Section 106 compliance under the National Historic Preservation Act (NHPA), and for coordinating outreach and public involvement in support of the National Environmental Policy Act (NEPA), Executive Order 12114, Environmental Effects Abroad of Major Federal Actions, and Executive Order 13175, Consultation and Coordination With Indian Tribal Governments. The Coast Guard is participating as a joint lead agency due to the inclusion of its training activities, which are similar to proposed Navy activities. The Coast Guard participated as a cooperating agency for the 2015 and 2020 analyses.
The Navy and Coast Guard are coordinating and consulting with federal and state agencies to comply with applicable laws and regulations. The Navy and Coast Guard are consulting with the National Marine Fisheries Service (NMFS) and will seek the issuance of federal regulatory permits and authorizations under the Marine Mammal Protection Act to support at-sea military readiness requirements within the Study Area beyond November 2027, when current permits and authorizations expire. The Navy and Coast Guard are coordinating and consulting with NMFS and the U.S. Fish and Wildlife Service on effects on listed species under the Endangered Species Act, with NMFS on essential fish habitat under the Magnuson-Stevens Fishery Conservation and Management Act, with the National Oceanic and Atmospheric Administration Office of National Marine Sanctuaries under the National Marine Sanctuaries Act, with appropriate state agencies under the Coastal Zone Management Act, and with state and tribal historic preservation officers under the NHPA. The Navy will also undertake government-to-government consultation with federally recognized tribes.
