Proposed Action

Training at sea in realistic environments, testing new technologies, and undertaking range modernization and sustainment efforts are crucial for national defense.

The Navy and Coast Guard would continue to implement measures to avoid, minimize, or mitigate reasonably foreseeable effects during at-sea military readiness activities.

The Proposed Action is to continue at-sea military readiness activities in the Study Area. Military readiness activities include training, testing, and undertaking range modernization and sustainment efforts necessary to support these activities into the future. These activities would occur on and beneath the water surface and in the airspace within the Study Area.

The purpose of the Proposed Action is to continue military readiness activities in the Study Area to ensure the Navy and the Coast Guard can organize, train, and equip service members and personnel to meet their respective national defense missions. Proposed military readiness activities are similar to those analyzed in previous NWTT analyses and are consistent with activities occurring in the Pacific Northwest and Southeast Alaska for decades, with some updates to the types, frequency, duration, intensity, and location. The Proposed Action is needed to maintain military readiness through realistic training and rigorous testing in a marine environment, as well as the modernization and sustainment of ranges within the Study Area.

  • Train at sea to prepare military personnel for real-world national defense missions; test systems at sea during development:
    • Air warfare
    • Anti-submarine warfare
    • Electronic warfare
    • Expeditionary warfare
    • Mine warfare
    • Surface warfare
  • Range modernization and sustainment of test facilities:
    • Maintenance, repair, replacement, and installation of in-water instrumentation and infrastructure for Southeast Alaska Acoustic Measurement Facility in Western Behm Canal near Ketchikan, Alaska
    • Replacement of in-water array towers and the installation of cables and hydrophones in Dabob Bay Range Complex in Washington state
