Scoping Comments

The Navy invites comments on the scope of the EIS, including identifying potential alternatives or issues that should be addressed in the NEPA analysis, relaying environmental concerns, identifying historic properties, and providing information or analyses relevant to the Proposed Action or the project’s potential to affect historic properties. The Navy is accepting comments during a 30-day scoping period from April 24 to May 24, 2026.

Substantive comments will be considered under NEPA and Section 106 of the NHPA and may be submitted via this project website or by mail to:

Scoping comments must be postmarked or received online no later than May 24, 2026, for consideration in the EIS.

Before You Comment!

“Substantive” comments are comments that contain practical importance, value, or effect. Submitting substantive comments on the Proposed Action is a critical aspect of the public involvement process.

The most effective comments are those that provide useful information, such as:

  • Any scientific literature that should be considered in the analysis.
  • Something that should be clarified.
  • A substantially different alternative that meets the purpose and need statement and has not been considered.
