Proposed Action


The Proposed Action would enhance existing training resources and prepare service members for operations in a real-world environment.

The Proposed Action is:

  • Continuation of ongoing land-based military readiness activities

  • New proposed military readiness activities

  • Range improvements and maintenance

  • Implementation of a new Wildland Fire Management Plan

The Proposed Action is needed because the number and type of military readiness activities currently conducted at San Clemente Island are inadequate to meet the Navy’s statutory responsibility to organize, train, and equip combat-ready naval forces.

The Proposed Action does not include at-sea activities; those activities are analyzed in the Hawaii-California Training and Testing EIS/Overseas EIS (OEIS). The Navy would continue to implement measures intended to avoid, minimize, or mitigate potential effects on natural and cultural resources and historic properties.

Current and proposed training:

  • New platforms and weapon systems

  • Navy and Marine Corps warfare missions

The Navy and Marine Corps must train and test new technologies in realistic environments to be prepared to defend the United States, its territories, allies, and interests.

Current and proposed testing:

  • Basic and applied scientific research and technology development

  • Testing, evaluation, and maintenance of sensors, systems, and platforms

  • Testing new technology and systems to support future Navy missions

Range improvements and maintenance:

  • Improvements to four existing assault vehicle maneuver areas

  • Expansion of off-road maneuver training in 13 new assault vehicle maneuver areas

  • Improvements to existing aerial target launch site with new facilities and infrastructure

  • Continuation of range and facility maintenance activities
