Public Comments

The public is invited to review the Draft SEIS/OEIS and provide substantive comments on the Proposed Action, the environmental analysis, and the project’s potential to affect historic properties in line with Section 106 of the NHPA. The Action Proponents are accepting comments from March 2 to May 1, 2026, Chamorro Standard Time (ChST). The public review and comment period includes an additional 15 days (from the typical 45 days to 60 days) to allow the public more time to review the document. 

Substantive comments will be considered under NEPA and Section 106 of the NHPA and may be submitted at the public meetings, online via the comment form, or by mail to:

Comments must be postmarked or received online by 11:59 p.m. ChST on May 1, 2026 (3:59 a.m. Hawaii Standard Time on May 1, 2026), for consideration in the preparation of the Final SEIS/OEIS.

Before You Comment!

“Substantive” comments, in the context of an environmental analysis, are comments on the analysis that contain practical importance, value, or effect. Submitting substantive public comments on the SEIS/OEIS is a critical aspect of the public involvement process.

The most effective comments are those that provide useful information, such as:

  • Any peer-reviewed scientific literature that should be considered in the analysis.
  • Something that should be clarified.
  • A substantially different alternative that meets the purpose and need statement and has not been considered.
  • An error in analysis that may affect the outcome.
  • New information that would change the analysis and conclusions.
