NAVY ANNOUNCES Finding of No Significant Impact/Finding of No Significant Harm FOR THE ENVIRONMENTAL ASSESSMENT / OVERSEAS ENVIRONMENTAL ASSESSMENT FOR THE TRIDENT II (D5) WEAPON SYSTEMS TESTING PROGRAM
The U.S. Navy announces the availability of the Final Environmental Assessment/Overseas Environmental Assessment (EA/OEA) for the TRIDENT II (D5) Weapon Systems Testing Program. The Navy has completed the assessment and has determined that implementation of the Proposed Action would not significantly impact the quality of the human and natural environment and will not significantly harm the environment of the global commons (high seas). Therefore, an Environmental Impact Statement and Overseas Environmental Impact Statement is not required. The Navy has issued a Finding of No Significant Impact (FONSI)/Finding of No Significant Harm (FONSH).
Under the proposed action, the Navy would conduct flight tests of D5 weapon systems, including sea-based launches from submerged submarines within defined Broad Ocean Areas (BOAs) in the Pacific and Atlantic oceans and land-based launches from Cape Canaveral Space Force Station (CCSFS) into the Atlantic BOA.
The Draft EA was made available for public and agency review and comment from May 25 through June 24, 2025. No comments were received.
The Department of the Air Force (DAF) is a Cooperating Agency for this action due to the proposed use of CCSFS for land-based test launches. In accordance with Department of Defense NEPA Implementing Procedures (June 30, 2025) and DAF Policy for Implementation of NEPA (July 7, 2025), the DAF has issued a FONSI for specific actions affecting DAF property.
