NOTICE OF AVAILABILITY OF A DRAFT ENVIRONMENTAL ASSESSMENT AND REQUEST FOR PUBLIC COMMENT

Pursuant to Section 102(2)(c) of the National Environmental Policy Act of 1969 (NEPA) and the Department of Defense NEPA Implementing Procedures (30 June 2025), the Department of the Navy gives notice that a draft Environmental Assessment (EA) has been released for the Pacific Deep Electromagnetic Research Measurement Array (PACDERMA) Infrastructure Installation. The Department of the Navy is requesting comment on the Draft EA.

The Navy has prepared the Draft EA to evaluate the reasonably foreseeable environmental effects of the Department of the Navy’s proposed PACDERMA infrastructure installation at the Pacific Missile Range Facility (PMRF) on Kauai, Hawaii, and its adjacent offshore waters in the Pacific Ocean. All comments received will become part of the public record and will be available for review. The Draft EA and link to public comment submission is available in their respective tabs on the left.

The 15-day public comment period begins on Thursday, September 18, 2025 and extends to Sunday, October 5, 2025. Comments must be submitted electronically via the website no later than 11:59 p.m. Hawaii Standard Time on Sunday, October 5, 2025.
