Håfa Adai and welcome to the virtual scoping presentation for the Mariana Islands Training and Testing – or MITT – Supplemental Environmental Impact Statement/Overseas Environmental Impact Statement, referred to as “the Supplemental EIS.” The Department of the Navy, including both the United States Navy and the Unites States Marine Corps; the United States Air Force; the United States Army; and the United States Coast Guard, all of which are referred to as “Action Proponents,” are preparing the Supplemental EIS. The Action Proponents are hosting this virtual scoping presentation to provide you with information related to the Proposed Action, its purpose and need, the National Environmental Policy Act and National Historic Preservation Act Section 106 processes, and public involvement opportunities.

Public involvement is a fundamental aspect of the National Environmental Policy Act and National Historic Preservation Act, and the Action Proponents welcome, value, and appreciate the public’s input. Please subscribe through this website if you would like to receive future project notifications.

Please share how you learned about this virtual scoping presentation so the Action Proponents can identify the most effective ways to reach the public. 

While holding a public scoping period is not required for a Supplemental EIS, the Action Proponents are holding this scoping process to ensure understanding of the proposal and receive input from the public and stakeholders to enhance the accuracy and thoroughness of the environmental analysis. 

The Action Proponents are accepting comments during the scoping period and the public’s input is welcomed, valued, and appreciated. The public is encouraged to submit comments on the scope of the Supplemental EIS on the project website or via postal mail from June 7 through July 22, 2025, Chamorro Standard Time.
