Public Involvement
Public participation helps the United States (U.S.) Department of the Navy (Navy) make informed decisions. The Navy is requesting public input at the earliest stage of the National Environmental Policy Act (NEPA) process to ensure community concerns are considered and appropriately addressed during development of the Environmental Impact Statement (EIS).
The NEPA Process and Community Involvement
NEPA requires federal agencies to consider the reasonably foreseeable significant effects on the quality of the human environment of their proposed action before making a decision. The public has an opportunity to provide input at the following key phases of the NEPA process:
During the public scoping phase (Current Phase: December 5, 2025 – January 4, 2026)
- The public helps identify the scope of analysis, environmental resource areas, and potential alternatives to be analyzed in the EIS. The Navy is accepting scoping comments via the project website HERE and via U.S. mail until January 4, 2026.
- All comments must be submitted electronically or postmarked on or before 11:59 p.m. PT on January 4, 2026 to be considered in the development of the Draft EIS.
