Public Involvement


Public participation helps the United States (U.S.) Department of the Navy (Navy) make informed decisions. The Navy requests public input at key phases of the National Environmental Policy Act (NEPA) process to ensure community concerns are considered and appropriately addressed during development of the Environmental Impact Statement (EIS).

The NEPA Process and Community Involvement


NEPA requires federal agencies to consider the reasonably foreseeable significant effects on the quality of the human environment of their proposed action before making a decision. Key phases of the NEPA process include:

  • During the public scoping phase (December 5, 2025 - January 4, 2026)
  • During the public commenting phase for the Draft EIS (anticipated Fall 2026)
