Navy Announces Release of the Final Environmental Assessment/Overseas Environmental Assessment for Establishment of Training and Testing Facilities at Naval Base Ventura County for Extra Large Unmanned Undersea Vehicles and Unmanned Surface Vessels

April 4, 2025  –  

The Navy has released a Final Environmental Assessment (EA)/Overseas Environmental Assessment (OEA) to establish training and testing support facilities for the Extra Large Unmanned Undersea Vehicles (XLUUVs) and Unmanned Surface Vessels (USVs) at Naval Base Ventura County, Port Hueneme, California. The EA/OEA has determined that there will not be significant environmental impacts from this action, and has released a Finding of No Significant Impact (FONSI)/Finding of No Significant Harm (FONSH).

The Proposed Action includes construction of permanent facilities to support administrative, maintenance, and training and testing needs of the unmanned systems in the Onshore Proposed Action Area. The Proposed Action also includes training and testing of the XLUUVs and USVs in the Pacific Ocean Nearshore Proposed Action Area and the Offshore Proposed Action Area to the west and southwest of Port Hueneme.

No significant direct, indirect, or cumulative environmental impacts will occur from implementing this action.
